During the 0.x series, Alexander Pichugin is the initial standard steward. The model is intentionally decisive while terminology, schemas and conformance semantics are established through implementation.
Initial stewardship
The steward accepts and rejects proposals, maintains terminology and canonical identifiers, publishes immutable versions, protects compatibility and separates reference-implementation behaviour from normative requirements.
A technical steering group becomes appropriate when independent implementations and regular external contributors exist.
A feature does not become standard merely because the private Answerworthy Engine implements it.
Answerworthy Proposals
A proposal should demonstrate repeated implementation, independent consumption, an interoperability failure or a safety and compatibility need. Feature-count theatre is not an acceptance criterion.
